Damn, Southland, really?

I don’t fully understand what the point is of having Tammy around; I can’t even talk about unbalanced representation because Lydia, Chickie, Lucy Liu, her former partner all happened; and C Thomas Howell is around screwing things up with his jerk behavior on the regular. But I keep on waiting for something to happen with Tammy and nothing ever changes. She just keeps on being horrible and there isn’t really any thing else added to her character.
